I wear stockings because of how they make me feel. Dressing in stockings, of all types is undeniably sexy, the feel, the looks, the whole ritual. If I feel sexy then my persona is sexy - its that simple. Like all women I know of the hypnotic attraction women in stockings have and its obvious that when I wear them I get more looks, more approaches, more success. A little glimpse of the darker welt, or even better, a flash of white thigh above, turns the most ardent of heads and gets the attention you want. There have been many times, wearing a split skirt or one that's a little too short, you get a following of pervy admirers eager to get a glimpse of them! I find this flattering not offensive, afterall I know what I'm sliding up my thighs when I go out!
As for sheer stockings - they are the main stay, both with suspenders (garter belts to my overseas friends) and in the hold up varieties (elastic lace tops that self support), but a seam, especialy with a shaped heel, sometimes adds a new dimension entirely and fishnets or thicker opaque varieties are essential when wearing boots - normal nylon stockings just ladder and ruin too easily. I personally love fishnets.
Undeniably stockings are the husbands choice too. He enjoys and wants his woman or GF to look her best, to feel her best but I think there is almost an element of stockings giving the impression a woman is more susceptible to sex if she wears them! You'll see stockings as the mainstay on porn actresses too and if they ever portray a scarlet woman, a *******, or someone of easy virtue on tv or in film, inevitably they are in stockings, usually black with suitable heels!
From the cuckold perspective I believe that a man who's women goes out in stockings thinks she'll get more attention and have men buzzing round. As for Black guys, I've met plenty who love the feel of nylon on their woman, love the look and an equal number who prefer bare - its a man thing - they love them or hate them.
Personally, I adore them, I wear them whenever I can, whenever is appropriate (and often when its not appropriate), and love how they make me feel, how I look and how much attention they bring me.
