....It might be nice to confirm what her real reason is for not fulfilling this fantasy. I'll be the first to admit that the ladies are more practical and logical when it comes to breaking norms and rules. Maybe she feels that actually fulfilling this fantasy would ultimately damage your marriage, and she's probably at least content, if not happy, with the marriage as it is.
