Mechanically, I don't know how it were to work. Doing something to yourself (the male) would not directly result in enhancing your ability to achieve deeper penetration. They only way I think it COULD work is if the male rubbed it on himself, and using his penis as an 'application tool' the ointment he had spread onto himself would serve to deaden the nerves deep inside the vagina. Basically, a desensitizing agent. But that wouldn't be optimum for either person.

First, if a desensitizing cream were applied to the penis, then he wouldn't get nearly the pleasure as he would if he didn't use it. The same would be true for the female.
