Oligarchs existed in colonies in America at least for 3 centuries BEFORE United States where founded, genius. Just so you know America was discovered by Columbus in 1492.
Soviet Union had no oligarchs, and some oligarchs Russian Empire had, was either killed or fled Russia after 1917.
