Semen is a composite secretion made up of prostatic fluid, and the thicker and more voluminous secretion of the man's twin seminal vesicles, and the much thinner secretion of his testicles, plus a tiny urethral-lubricant contribution from his bulbo-urethral (Cowper's) glands which empty into the very back of the root of his penis.
The temperature of his semen at the moment of ejaculation is 37 to 37.5 degrees Centigrade, the same as that of his body-core, which includes the depths of his pelvis where the three most voluminous fluid components of his semen are largely and very quickly mixed together during the pre-ejaculatory stages of his orgasm.
The natural low hang of his testicles subserves the essential purpose of keeping them at a temperature a degree or two lower (36 to 34) than his normal core-temperature of 37 to 37.4 degrees.
That lower temperature of his testicles is vital for the potentiation of the penultimate and final stages of the maturation of his sperm in the testicles, where they originate from, and in the intensely coiled ducts of the epididymis which is clasped to and partly caps each testicle and constitutes the final reservoir for his mature and therefore potentially fertilizing sperm which are finally stored there in readiness for pumping into his vas deferens (vas) on either side during his orgasm prior to ejaculation of the suddenly-mixed above-described three major secretions that comprise his semen.
So, to say that the low hang of his balls keeps the man's semen at a temperature lower than that of his body (more relevantly the depths of his pelvis), is obviously plain wrong.
It's his developing sperm---not his semen as ejaculated---that need to be kept cool in his balls and epididymes for many days to mature and so develop their fertilizing capability before he becomes hot-headed enough to pump them into his or another man's woman and to have a reasonable or even outside chance of impregnating her.
