It may also be the state because there is a woman here in San Diego who is teacher of the year facing multiple felony charges over having a relationship with a 13 or 14 year old boy! So California is definitely more strict!

they are both over 21...now in california its legal for a 14yr old boy to have sex with up to a 24yr old man...they passed a law almost 2yrs ago now
