Perhaps 'Pixelated' is a more precise term. I can see where this resembles Japaneese 'Censored Porn' and that is probably where the meme comes from. If I recall correctly in Japan and possibly other countries actual images of genitalia is forbidden and thus 'censored'.

Perhaps not being able to see every detail while knowing what is going on in the image is titillating for some, like a partially clothed woman can seem sexier than an image from a full nude gynelogical exam.
