If you're using Android, VideoShow may be able to work
Takes a few times to get it right, but you have to choose the amount of blur, then hold your finger on the screen where you want it as it plays the video your editing. I’m guessing it’d be even easier on an iPad, but it works.
adobe premiere has good options

vlc player is the best for screenshots
I use Kinemaster and it has full mobile capability. It’s fairly easy to get a hang of but I’m sure there are better programs. It gets the job done though.
