Maybe that 'failure' is intended. I do not defend that theory but it is not unlikely, once one knows when and how the idea of a united, borderless Europe growed ago more than 100 years and is still persisting today in some influent societies and minds. I would not be astonished if there are ambitions to drive the countries of Europe through several crisis till everyone has to recognise, that the countries can not solve those problems on their own - creating a situation where the need of supranational crisis management, that will become something like a new government for all of the states of europe, will be broadly accepted by the public. As Wolfgang Schäuble said (according to an interview in the NYT in 2011): We can only achieve a political union if we have a crisis.
Besides that, I also think it is highly possible, that migration in all its ways is a bit pushed, not only but also to transform (or making fade away) national identities. Getting rid of those, will it make easier to let the concept of ones country (with one government and one border), as it is know nowadays, go.

Yes it is like the fact that some people don't even realize it's a woman making the comment, and been your native language you should then really not make the mistake concerning emigration/immigration.
