I guess if you look at IR porn once in a while, I would say no. If you watch it every day two or three hours and can't go one day without watching it I would say yes you're addicted.

An addiction is an addiction, doesn't matter whether its alcohol, dru.gs, porn, or picking your nose in public.
Understand first what an addiction IS and start from there. Addictions are activities that take over your life, making you make unsound decisions about a lot of things and ignoring the important things in your life like your job, family, personal life planning, etc. Addictions are probably the leading cause of divorce in the US.
True Addictions are really hard to quit ... you may try many times before you finally succeed and often you'll need outside help.
You can test yourself as to whether something you are concerned about is an addiction ... try abstaining from it for a period of time, like 6-months.
Don't be afraid to ask for help.
