As a suggestion, next time go during Fantasy Fest. I'm guessing your best chances will be at Garden of Eden.

we went to the beach at Boca Chica Key .. bit of a hike , but nice to strip off when you get there , was quite quiet , though, and the couple of guys we saw there and chatted to were gay but was a nice afternoon anyway .
Garden of Eden was a disappointment , on the clothing optional top floor there was no one nude at all , and a security guy perched in a high chair making sure no one did anything untoward … this was November time , so perhaps the place had shut down a bit after the festival .

KW is pretty quite for our kind of fun but we over nighted in Ft Lauderdale on the way home, went to the Trapeze on a Saturday night. That night we swapped with 2 couples then my wife got trained by 3 BBCs!! Crazy night!!

Love Key West!!! Fantasy fest is your best bet, and yes there is a high population of gay men. Make sure you stop at Tony Lounge and hang your bra in the rafters,,,if they still do it,,, mine is there somewhere?
