Segregation was around since 1904 and ended with democracy in 1994. Lots of poverty is still around. Under development of black, coloured and Indian communities stopped in 1994. So you can see 90yrs of underdevelopment cannot be wiped out overnight.
So no segregation is on the statute books. But the mindset of the privileged must change

It is the racism and attitudes that exists at home that will take long to eradicate
