I think it's the Asian population plus the fact that there's not a lot of blacks in the Bay area.

Asians are in general so tight and small that even a white guy seems big, plus they tend to have make more money and have longer term relationships so they aren't as compatible with black culture.

Northern California culture has also tended for a long time to be more oriented towards non violence and so isn't as compatible with the often very physical, sometimes violent culture of African Americans.
