My wife is going to Vegas in about 3 months with a bunch of her girlfriends to celebrate her friends 50th birthday. They are talking about going to strip clubs and they are buying short skirts and slutty outfits already It would be really cool if she would hook-up with a well-hung black guy.

I have told her it is ok to do whatever she wants to have a good time and that it is ok to play with other guys. I think she is getting into it. I want her to feel uninhibited while she is there, but she may not want to be too bad because her friends will be there.

Since we have a few months what can I do to encourage her to lose control?

What about right before she leaves? Should I give her lots of sex to make her horny or no sex/lousy sex to make her horny?
I was thinking of adding a package of condoms to her suitcase and removing her panties before she goes?

Nothing. You have already done it by discussing it and letting her know you fully approve of her enjoying herself including having sex with other men. To keep harping on it might make her feel pressured and turn her off to the idea.
If she brings it up, cool, just reinforce that you love her and want her to fully enjoy herself.

If the two of you make it a habit to watch porn together, picking a video showing a woman who looks similar to her enjoying sex with two men wouldn't be out of line, but NO gang bang crap.

NEVER withhold or give your wife lousy sex. She is your wife and doesn't deserve that.
Just enjoy sex with her and please her as you always do. If the fantasy is in her head, it will do as it will. Knowing you are OK with it may enable her to relax and go with the flow, but if it's not really something she wants to do, it ain't going to be happening.

Don't remove the panties as that might piss her off and feel like you are trying to manipulate her.

Hiding a couple packets of condoms, both regular and magnum, along with a bottle of lube wrapped up in a new pair of sexy panties with a note saying something hokey like "Just in case some lucky guy hits the jackpot! Have fun. Love, Me" would be OK.

I will work on getting her to get her own room. That might help things along.
