No, they're not. The Russian govt. finds excuses not to pay them. My wife is Russian and we travel back and forth visiting family all the time. One of our friends is a Capt. in the Russian navy, he teaches submarine sailors in some capacity and we ******* together many times. It's a joke among him and all the Russians how they make promises to recruits and their families and all sorts of gimmicks but they never pay.

Have you been to Ukraine? I've stated in Kiev and Vinnitsia for one month at a time four different times just before the war. You walk into a supermarket and there is a guard booth with a menacing looking guy watching every move, they walk up and down the aisles and when they catch people, I've seen them clubbed a few times too many if they struggle. They oppress everyone. lol
