i doubt if underwear has anything to do with it. It's all genetics. Black Men have Superior genes which give them bigger dicks, more sexual potency, and better capacity to sexually satisfy women. we white boys have smaller dicks and are inferior sexually and physically to Black Men because we have an inferior genes compared to Black Men.

To have any real and lasting effect on the penis, whatever type of device intended to modify it would need to be applied consistently and preferably from an early age when the body is still undergoing growth.
At later ages, some men who use penis pumps report a small amount of growth. but only after many years of consistent use.

He metal ring things is true. Additionally, the same phenomena happens with female breast if they wear bra's yes or no. Not that they get bigger without but their breasts will start to hang sooner because of their own weight. Cocks should get "extended" when their own weight is pulling them downwards over a long period of time. Especially if it starts when the body is still growing as a kid. Having the penis able to "go its own way" should allow uninhibited growth. The balls should also start to hang lower..
