I think watching like this surely could arouse -- that is act on all the senses minus touch -- without provoking erections, or useful and consistent ones anyhow. Being hugely turned-on by something and being flaccid are in no way mutually exclusive things. Anyhow, I suspect cuckolding probably promotes that very condition over time.
